Nhỏ bé nhưng mang trong mình ý nghĩa lịch sử lớn lao, tượng đài lịch sử này do ông trùm người Hakka Koh Seang Fatt xây dựng vào năm 1882 để tưởng niệm chuyến thăm Balik Pulau của Thống đốc Malacca lúc bấy giờ là Ngài Frederick Weld. Trước đây, địa danh mang tính biểu tượng từng là máy bơm nước công cộng cũng như máng nước cho voi, bò và ngựa. Vòng xuyến cũng là nơi hội tụ 3 con đường chính từ các phần khác nhau của hòn đảo.
